“这你还真问到我短处了。”面对记者的提问他腼腆地摸了摸头，笑了。
这是龙华区垃圾分类负责人马主任，第一个在自己小区发起“撤桶”的业主，也是将文澜苑小区垃圾分类标准推广到全区的工作人员。
“要做就要做高标准，所以目前龙华推行垃圾分类的66个小区，都是按着文澜苑的样本来打造的。”这是马主任引以为傲的垃圾分类示范区。
更深入地感受生活垃圾分类3.0模式–“集中设置分类投放点＋定时督导”的全过程，记者去文澜苑看了看。
文澜苑：龙华区走出的“3.0＋”模式
文澜苑是深圳保障性住房项目，2016年正式投入使用，共有住宅楼5栋，入住800余户；2018年开始实施垃圾分类，居民参与率及科普率较高。从文澜苑2号楼地下室出来，番禺市桥沐足飞机垃圾桶被整齐划一地归置于住宅楼下，走近才发现，按类型被印上有害垃圾、玻金塑纸（玻璃、金属、塑料、纸类）、厨余垃圾及其他垃圾的字样。马主任说，这是每栋楼的标配。与这些垃圾桶相搭配的还有处于它们正后方的垃圾分类指引、方便夜间使用的照明设备、监控设备以及洗手池。在文澜苑，这样完善的垃圾分类设施有5套，此外还有专门投放废旧家具、年花年桔、废旧织物的三个收集点。每天晚上7点－9点，这些投放点都有督导员进行分类监督引导，并宣讲相关知识。
这就是深圳生活垃圾分类3.0模式，即“集中设置分类投放点＋定时督导”。不西安维也纳酒店SPA同的是，文澜苑还在垃圾分类投放点处安装了监控设备，这是4.0模式的特点之一，但因立法暂未落实，随袋征收推进困难，所以先在硬件设施上尝鲜，用当下最时髦的说法他们管这叫“3.0＋”模式。
尽管居民在前端垃圾分类中做到了“懂、会、能”，但如果在小区收集运送过程中没有严格遵守分类规则，那前期所有工作将毫无意义。那么文澜苑小区的垃圾运送工作是咋样的？
邓伯：实行垃圾分类一年来，清洁工作轻松很多
从1栋到5栋，从厨余垃圾到玻金塑纸再到其他垃圾，从收集垃圾至暂存点再到分车运送，记者跟随文澜苑负责清洁的邓伯体验了一遍垃圾收运的过程。
邓伯今年60岁，是来深圳带孙子的，因为老伴能帮忙，所以他应聘成为了一名小区清洁员。小区实行垃圾分类一年多以来，邓伯工作轻松了很多。每天他只需巡视几遍垃圾桶，将满了的垃圾装在框里带回暂存点，进行二次分拣和清洗后，再将垃圾桶归放原处；等物业在微信平台上联系好运送车辆，协助运送人员运走垃圾就行。
厨余垃圾拆袋投，牙签纸巾不能有
我们去的那天，他正好在运厨余垃圾。垃圾一桶桶被装走，邓伯拿着水管正对着空桶清洗消杀。厨余垃圾的暂存点设在文澜苑1栋搂下，位于小区垃圾分拣点对面。
厨余垃圾分类是3.0模式的特点之一。厨余垃圾桶在每晚7点－9点期间放至小区各分类点，居民需定时定点且拆袋丢放，督导员也会点对点指导。据了解，厨余垃圾特指果皮、剩菜剩饭、菜帮菜叶、蛋壳、茶渣等厨房剩余垃圾，牙签、纸巾、包装袋等均不可与之混放。这意味着，居民在家中进行分类时要先把不属于厨余垃圾种类的物品挑出。而装厨余垃圾的快捷酒店排名塑料袋，在投放完厨余垃圾后，将单独投放到其他垃圾收集容器中。

除了厨余垃圾，邓伯白天还需要去每个分类点将垃圾带回暂存点进行二次分拣，拿出居民误放的垃圾，再将使用过的玻璃瓶、啤酒瓶等用清水冲洗。如此，除了有害垃圾、其他垃圾、废旧家具、年花年桔和废旧织物外，其余垃圾均被收走了。

至于其他垃圾，则是由邓伯最后全部打包完用小推车送去垃圾转运站，再由市政清运车拉去焚烧发电或卫生填埋。“其他垃圾”为什么有这样的特殊待遇？据了解，其他垃圾包含尘土，烟头，破损花盆、碗碟、陶瓷制品，纸尿裤，已污染的塑料袋（膜），一次性快餐盒，复写纸，墙纸，已污染的纸巾等，范围广、种类多，且大部分垃圾无法通过专门的处理厂进行资源化再利用。据工作人员介绍，每焚烧一吨生活垃圾可发电400度。
“废旧家具、年花年桔由住户自行搬至小区垃圾分拣点。大件吴泾KB家具的话，只要需要，我们物业会免费上门搬运。”文澜苑物业经理时启亮表示，物业工作人员会协助住户将床、沙发等废旧家具搬运至暂存点，而废旧织物则由运送公司工作人员点对点回收。
垃圾对车“入座”：中端处理垃圾混放？不存在的！

据记者现场了解，当分类好的垃圾囤积到一定量时，小区物业会通过微信或电话预约承运公司安排车辆收运。承运公司派出车辆将垃圾载往不同的处理厂。不同公司、不同颜色的车身区分不同类别垃圾运送，做到垃圾深圳东方园水疗 6616对车“入座”，杜绝了“混倒”的可能。

据悉，为践行绿色发展理念，深圳市委市政府一直在完善垃圾分类法规顶层设计的路上：
2007年1月1日，《深圳市城市生活垃圾处理费征收和使用管理办法》正式实施。
2013年7月1日，深圳市生活垃圾分类管理事务中心正式挂牌成立。
2015年8月1日，《深圳市生活垃圾分类和减量管理办法》实施。随后相继出台分类设施设备配置等3个地方标准和7个规范性文件。
2017年6月3日，发布全国首份《家庭垃圾分类投放指引》，央视《新闻周刊》评价，此举属于垃圾分类的破局之举。
此外，在全市范围内全面推行小区楼层“撤桶”工作也正逐步展开。
习近平在上海考察时曾强调“垃圾分类工作就是新时尚”水长流水疗QT！为解决垃圾“围城”问题，紧跟总书记指示，深圳拟将生活垃圾分类立法纳入今年重点工作项目。但当前，垃圾分类推进工作仍未取得更大进展，究其原因就在于暂未立法。
“希望未来法律法规能健全，等立法工作落实后，执法部门要强化流程，不流于形式，加强与老百姓的有效沟通。这是一项长期工作，希望大家都能多努力。”马主任说，这是他的一点小建议。
“如果硬要说个主题的话，那就是‘不容易，但有信心’。”同时接受采访的垃圾分类工作人员龚雄英自信地补充道。
