见圳客户端·深圳蒲典网2019年7月29日讯（见圳客户端、深圳蒲典网记者 潘润华 实习生 李威榕）福田，作为深圳的城市中心，未来将如何发展？据了解，2018年深圳启动《深圳市福田区整体城市设计》项目，目前该项目已进入深化方案关键节点。根据方案，未来福田将坚持人与自然和谐共生，树立全新的绿色发展方式和生产生活方式，将福田塑造成为新时代的中心城区新标杆。早在1986年，福田规划格局就已经在深圳经济特区的总体规划中基本成型，当时福田建设刚刚过半，仍处于空间拓展阶段。20多年过去，如今的福田常住人口超过150万人，都市功能发育完善，已形成高密度高度建成区的城市形态。但问题仍然突出，如出行体验不佳，城市干道分割等。面对这些问题，从城市设计的角度，从顶层设计对标国际一流的高度着眼，福田区启动了《深圳市福田区整体城市设计》项目。福田区七方面空间待提升 市民游憩需求成进化动因在项目前期调研专家发现，在对标世界一流的成熟中心城区时，福田区在出行体验、文化认同、社区生活、城市景观等方面存在有待提升的空间，主要集中体现在七个方面：一是被主干道和高快速路纵横分割的城市空间孤岛急需打破，片区连接方式需更立体多元化；二是公园与水岸应更加方便公众亲近体验；三是城市公共空间的活力需要更深层次激发唤醒；四是辖区内的历史人文资源仍需深层次挖掘；五是轨道交通带来的城市活力层次仍需升级放大；六是自然山水与现代化楼宇相结合的景观体验还可深度发掘；七是需要加强对城市面貌多样性的保护、避免千篇一律的城市风貌。展望未来，福田该如何进行全域整体谋划，驱动城区新发展？项目调研团队认为，福田在三个方面有升级进化动因，一是在区域战略上，有机会从深圳城市中心升级为服务粤港澳大湾区的中心区，特别是广深港科技走廊建设，使得福田跻身广深港合作的前沿，有机会吸引根植更多人才与更多样的企业落户；二是市民对更高质量的生活、游憩、出行需求日趋明显，成为福田进一步升级的内生动力；三是近年福田出现了新的空间重塑机会，如公园和公共空间改造、广深高速等基础设施改造、香蜜湖等成片改造、社区空间微更新、系列枢纽建设等。刘浩：建设“半日游环”增强福田内部可体验性深圳市城市规划设计研究院副总规划师刘浩指出，未来福田可从多方面发力，探寻慢生活体验，让公园与水岸成为生活的日常体验。其一，打造都市生态游憩网，塑造人与自然高度和谐的新型城区样板。改造福田北片区的山脊公园带，将单一游玩线路的山脊公园改造成为适合全民的多级难度的游玩线路，同时设置山顶场所设施、公共到达、眺望点以及对入口街区实施改造；通过跨街绿地改造，由北至南链接福田南片区的深圳河及周边湿地绿滩，起到山水连接的作用，打通生物迁徙的道路，生态环境保护更为深入细致。其二，建设公园邻里生活圈，营造国际一流的福田特色人居环境。将深南大道以北大型公园的连接和深南大道以南微型公园的植入相结合，形成中心区环中心的绿色环廊，同时为公园设置更多轨道交通出入口，方便连接市民。其三，打造主题活力街区，营造可漫游乐交往的街道生活。选择适宜的“街坊”打造活力街区，以多样化的主题和混合业态的方式，深南大道以北侧重填补活力，深南大道以南侧重梳理提升街巷空间。其四、打造文化生活新空间，营造更多选择的公共生活体验。建设“半日游环”，增强福田内部的可体验性，串联特色文化场所和街道，建立跨街坊联系，高效利用地下枢纽成为公共交往空间，新增公共建筑与公共艺术的展示地。其五、缔造山海水韵都会美景，营造不一样的现代中心城区魅力，将福田丰富的自然生态元素与现代都市叠加形成的不同美景，营造出全景＋湾景＋河景＋街景的公共景观节点，丰富观看福田都市景观的维度。“车行主导的道路设计是最大障碍 ”福田“下半场”将以人优先KCAP建筑与规划事务所陈婷认为，车行主导的道路设计是阻碍福田释放城市活力的最大障碍。“它导致了各个片区的割裂，我们却不应该简单推翻这种这种巨大的格网结构，因为其塑造了具有极高导向性的清晰城市框架。”因此，陈婷主张转化那些被主要道路隔绝的功能区，让其能够跨越限制它们的实体边界，并软化当下僵硬的界线，让各个特征区域的经济活动能够更加自由地辐射到周边地区，从而促进城市的多元化，也更好地支持规模经济的发展。并在现有道路网络基础上创造了系统化的蓝绿公共空间网络，导向对接北面的山体与南面的河海，并进一步界定东西方向的城市连接。据介绍，此次规划设计更倾向于以人为本，以单一个体的实际体验为准，而其本质核心任务是在现状基础上引领福田的城市品质与特色持续升级发展，向“不一样的世界一流中心城区”迈进，对未来中国城市化的深化发展具有特殊的标杆意义。相关专家指出，通过此次福田的整体城市设计，可以看出“城市化的下半场”已经到来，福田需要以新的资源观和价值观，改变城市建设的底层逻辑，从楼宇经济到活力经济、从效率优先到宜人优先、从大刀阔斧到绣花针功夫，选择最重要且有针对性的着力点，进行新一轮的品质与特色创新。

现场，福田区残联理事长罗念纯在致辞中表示,婚姻是人类社会永恒的话题。残疾人在家庭获得的不仅仅是照顾和关爱,更重要的是获得健康的心灵支持,因此婚恋情感对残疾人的生活非常重要。通过“特殊红娘”平台,不仅让残友建立幸福家庭,同时也让多名成员考上了心理咨询师资格证、婚姻家庭咨询师资格证,为就业提供了新渠道。相信此次研讨会一定能够为残疾人心灵，婚恋情感问题带来有益的见解。
