见圳客户端·深圳蒲典网8月5日讯（见圳客户端、深圳蒲典网记者 潘润华 通讯员 刘静静）为推动城市高质量可持续发展，深圳市以自我革命的精神，对历史遗留长期未建的土地深入调查研究，强力开展已批未建土地清理处置，推动国土空间提质增效取得新突破。8月1日，深圳市政府出台《深圳市已批未建土地处置专项行动方案》（以下简称《方案》）。《方案》提出以优化国土空间、保障发展空间、提升城市质量为根本目标，在2019－2020年开展已批未建土地处置专项行动，2年内高标准、高质量彻底解决所有已批未建土地问题，建立长效监管机制，加快国土空间提质增效，为经济社会高质量发展提供充足的空间保障。亮点1：严防新增已批未建土地建立土地动态管理长效机制  本次《方案》中的已批未建土地是指：已签订土地使用权出让合同满2年仍未开发建设的土地。根据市规划和自然资源局的调查显示，截至2017年底，我市已签订土地使用权出让合同满2年仍未开发建设的土地共564宗，总用地面积为11．94平方公里。已批未建土地在空间上主要分布在原特区外，土地用途以工业、仓储为主，宗地面积以1万平方米以上为主，部分用地未建时间超过10年，由于涉及土地、规划、产业等政策变化或调整，以及部分用地涉及不同程度的权属或经济纠纷，历史情况纷繁复杂。《方案》要求按照“全面清理、限期处置，依法依规、实事求是，创新思路、综合施策”的工作原则，确保2020年11月30日前完成全市已批未建土地处置工作。《方案》强调要加强土地批后监管，在积极稳妥推进已批未建土地处置工作的同时，严防新增已批未建土地，建立已批未建土地动态管理长效机制。亮点2：“案例＋政策＋工具箱”新方法市区联动合力攻坚创新推进按照《方案》部署，此次行动成立深圳市已批未建土地处置专项行动领导小组，由各相关部门和各区政府的主要负责同志组成，负责统筹和协调专项行动。各区政府（新区管委会）是已批未建土地处置专项行动的责任主体和实施主体，负责辖区内已批未建土地清理建库、分析研判、处置方案拟定、落实处置等工作。相关市直部门对各区政府（新区管委会）在专项行动中遇到的困难和障碍，在制定政策、规范程序、统一标准等方面提供全方位支撑。值得一提的是，本次行动提出要运用“案例＋政策＋工具箱”的工作新方法，形成已批未建土地处置的最大合力。鼓励各区充分发挥基层首创精神，积极探索破解难题的新方法、新路径，坚持原则性和灵活性相结合的工作理念，对于部分历史成因复杂的已批未建用地，因地制宜，综合运用城市更新、土地整备、违建查处等“组合拳”，创新工作思路，提出切实可行的处置措施。亮点3：“一地一策”的原则全面出击逐个击破系统处置《方案》要求，已批未建土地的处置应严格遵守国家、省、市的相关规定，实事求是精确判断问题类型和原因，按照“一地一策”的原则，制定处置方案。同时，《方案》提出区分企业自身原因、政府政策调整、规划调整、非净地出让以及外部因素等具体原因，区分政府部门用地和企业用地两类用地主体，结合不同土地使用用途，对不同情形的历史遗留已批未建土地进行系统处置。处置方案包括依法收回土地使用权、限期1年内开发建设、按照评估地价给予补偿、用地置换、按我市人才和保障性住房相关政策开发建设、限期6个月理顺经济利益关系开发建设等多种处置方式。亮点4：“一把手负责制”2020年底前完成全市已批未建土地处置为保证此次行动取得实效，在对工作难点重点充分研判的基础上，《方案》将行动分为行动部署、组织实施、组织验收三大阶段并明确了验收要求，计划在2020年12月31日前完成全市已批未建土地处置、验收和审查工作。《方案》要求各区政府（新区管委会）要建立起“一把手负责制”，一把手要切实负总责、亲自推进度、亲自定方案、亲自抓落实。各成员单位要密切配合、形成合力，确保组织有力、协调顺畅、联动高效，保障各项工作高质量推进。各区政府（新区管委会）每月要向领导小组办公室上报工作进展、取得成效、存在问题等事项，并加强督察考核，领导小组办公室定期对各区政府工作完成情况进行考核，通报考核结果，将考核结果同时纳入“加快国土空间提质增效、实现高质量可持续发展”十大专项行动考核。
